MelbourneMelbourne BackgroundEarning a coveted position on Money Magazine's “Best Places to Live” in 1998, Melbourne combines the best of Florida living with an aggressive economic development plan.Located on the Atlantic Ocean in the heart of Florida's Space Coast region, Melbourne enjoys the recreational benefits associated with a coastal community as well as the economic benefits of its proximity to the Kennedy Space Center. Add to the mix one of the most affordable housing costs in the nation, and the result is an ideal city for working or playing, raising a family or retiring. Melbourne HistoryThe area, which was settled by the Spanish, is rich in history. Settlers and the Seminole Indians shared the land until the second Seminole War sealed the tribe's fate. From the beginning, the Indian River Lagoon figured prominently in the development of Melbourne. The first small community was located on the lagoon, drawn there by the waterways that provided avenues of commerce and by the fertile soil that supported their agricultural life. The town was officially named “Melbourne” on Dec. 22, 1888, by a vote of the 23 qualified electors. It is believed that the first postmaster, who had spent much of his life in Melbourne, Australia, influenced the selection of the town's name. Pioneer life in Melbourne was lively, centering on steamboat traffic unloading passenger and cargo at the local piers. The railroad line to Melbourne was completed in 1893, changing the focus of Melbourne from water traffic to rail transportation, and shifting the center of town from the shoreline to a location several blocks inland. As Melbourne was being settled, an area to the north of Melbourne, also located on the lagoon, was also enjoying growth. This community, known as Eau Gallie, was consolidated with Melbourne in 1969. The city of Melbourne now encompasses both original downtowns, each with a distinctive cultural flavor. The area's association with the Space Center has earned it the name “The Space Coast” and recognition as the high-tech center of the Southeast.Major employers include Harris Corporation, Rockwell Collins, Northrup Grumman Corporation, Rossi Electronics, and Surveillance and Battle Management Systems. Melbourne is active in the Economic Development Commission of Florida's Space Coast, an organization of communities that assists with relocations and expansions of businesses. Melbourne is capitalizing on the high-tech energy by embarking on three redevelopment projects geared toward attracting new businesses and tourists. The first is the Historic Downtown Redevelopment District, originally formed in 1982. This district focused on the redevelopment of the historic downtown area located on New Haven Avenue. The redevelopment area was highly successful, relying on a tax increment-financing plan to generate revenues to improve the downtown district's infrastructure and aesthetic appeal. Private developers picked up on the revitalization effort and constructed a large marina, waterfront restaurant and condominiums on the lagoon. The downtown is now busy with customer traffic, art shows, and cultural events. The second redevelopment district, Babcock Street, was created in 1997 to revitalize the commercial corridor, and the third, Olde Eau Gallie Riverfront, was created in 2000 to restore the historic riverfront area of Eau Gallie. Once these areas were designated as “redevelopment areas,” the city began to use of the special funding sources available under Florida's Community Redevelopment Act and other special state and federal funding sources. The funds generated within these areas are used to complete public improvement projects benefiting the areas. Quality of LifeLow housing prices, aggressive infrastructure improvements, a low crime rate, gorgeous beaches and a superb year-round climate all contribute to a quality of life that is attractive to both young families and retirees. In addition to recreational and sports activities associated with beachfront living, residents can pursue intellectual opportunities at one of several institutions of higher learning in the area. Festivals and cultural activities abound throughout the Space Coast, and on any given weekend, residents can find art fairs, seafood festivals and concerts within a short drive of their homes. ActivitiesArts and CultureThe Brevard Cultural Alliance is a non-profit organization whose purpose is to promote the arts and cultural activities in Brevard County. The membership of the BCA includes dozens of arts, historical, cultural and environmental groups. The BCA serves as a central repository for showcasing the arts and cultural offerings of the many cultural groups in Brevard County. Last year, the BCA received a $125,000 grant from the Boeing Company and Target Stores, which translated into more than $2.7 million in revenues being pumped into the local economy. The BCA’s online calendar of events contains hundreds of art exhibits, theater performances, concerts, classes, dance events, community events, lectures and parades occurring throughout the year in Brevard County. Popular events include the Space Coast Lightfest in December, the Annual Chowder Cook-Off and Spring Fiesta.
